The partners of Rice & Gregg (R&G) met during their various years in public service. As former prosecutors and public defenders, they, in their respective roles, fought to protect the rights of victims and those charged with criminal offenses. When they formed R&G they committed to put their years of experience to work, protecting the rights of their clients and fighting for families.

Regis Rice

Regis Rice was born and raised in Florida. Regis attended the University of Florida and graduated with a bachelor’s degree in Political Science in 1998 and a master’s degree in Secondary Social Studies Education 2000.

After teaching seventh grade social studies for two years, Regis then went to law school at Regent University in Virginia Beach, Virginia and graduated with her Juris Doctor in 2005. After passing the bar in October 2005, Regis worked for the Norfolk Public Defender's office until 2010. While at the public defender's office Regis handled traffic, misdemeanor and felony cases for adults and juveniles.

Regis practiced as a solo practitioner before partnering with Devon Paige to form the Law Firm of Rice & Paige P.C. in 2012. Regis and Devon then decided to partner with another experienced attorneys Artisha Gregg in 2017 forming Rice, Paige & Gregg, P.C, now Rice & Gregg, PC.

Regis’ practice consists of handling felony and misdemeanor cases in juvenile and domestic relations court as well as in general district court and circuit court in all the cities of Hampton Roads.  Regis also works tirelessly representing in children in her work as a guardian ad litem in the juvenile and domestic relations and circuit  courts.   Her time as an educator gives her a unique understanding and perspective when it comes to the many issues that affect children in this area. Regis is a former board member of Norfolk CASA and is active in multiple local bar associations.

Regis was named a Top Lawyer of Costal Virginia in 2022.

Artisha Todd Gregg

Artisha Todd Gregg, a native New Yorker was born and raised on Long Island. She graduated from North Babylon High School before moving south to attend college at UNC-Charlotte where she earned her B.S. in Criminal Justice and her BA in Communications with a concentration in Public Advocacy. She went to law school at Regent University in Virginia Beach, VA.  She fell in love with the Tidewater area and decided to make Hampton Roads her home and build her career here.

Before becoming a founding partner of Rice & Gregg, P.C., she began her career in the Portsmouth Public Defender’s Office where she primarily worked on the Juvenile and Domestic Relations (JDR) team. She then went to the Newport News Commonwealth’s Attorney’s Office where she was on the JDR team. After seven years prosecuting in Newport News, she then joined the Hampton Commonwealth’s Attorney’s Office where she was on the Drugs, Guns, and Gangs Team. She prosecuted approximately 13 murders her first year. After that she went to Portsmouth’s Commonwealth’s Attorney’s Office where she was the Deputy Commonwealth’s Attorney over the JDR team. She is also a guardian ad litem for children and incapacitated people.

An active member of her community, Artisha currently serves on the Executive Board of the South Hampton Roads Bar Association. She is the President- Elect of the Portsmouth Bar Association. As an active member of the Lambda Omega Chapter of Alpha Kappa Alpha Sorority Inc. she frequently participates in outreach activities in the community. She is also a proud partner of Mount Lebanon Missionary Baptist Church.  

Artisha is the managing partner of the Peninsula Office and focuses her practice primarily in Portsmouth, Suffolk, Newport News and Hampton.  Ms. Gregg looks forward to putting her years of experience to work for you.  

Artisha was named a Top Lawyer of Costal Virginia in 2022.

Haley Ramthun

Haley was born and raised in Jackson, California. Haley attended Notre Dame de Namur University and graduated with a bachelor’s degree in Sociology with a focus in criminal justice and a minor in Psychology. Haley was a student-athlete through her undergraduate, playing softball at the Division II level.

After graduating from Notre Dame de Namur University in 2018, Haley then went to law school at Regent University in Virginia Beach, Virginia and graduated with her Juris Doctor in 2021. Throughout law school, Haley worked as an intern and paralegal with Rice & Gregg, P.C.

Haley’s practice primarily consists of civil litigation, including but not limited to, landlord-tenant matters, estate planning (to include drafting power of attorneys, wills, trusts, deeds, etc.), divorce, custody, and child support. Haley is a certified guardian ad litem and feels strongly about advocating for children’s best interests in the courtroom.
